Error Reported in LTE Non-contiguous Multicarrier Configuration When Subblock Frequency of CC0 Is Configured as a Non-zero

Error -376916 reported in LTE non-contiguous multicarrier configuration due to incorrect calculation of frequency separation of subblocks when Subblock Frequency of CC0 is configured as non-zero.

Workaround:

Configure Subblock Frequency of CC0 as zero.
