Installers that include EULAs do not fail when using the --progress-only option without the --accept-eulas option

Package Manager 20.6 and earlier incorrectly allow successful installation of an offline installer that contains a EULA when using the --progress-only command line option without the --accept-eulas option.
Package Manager 20.7 and later requires the --accept-eulas command line option with --progress-only when a EULA is specified, and will return error -125083 if not specified.

Workaround:

There is currently no known workaround for this issue.

Package Manager incorrectly requires the "--accept-eulas" option when removing a package

Calling NIPackageManager.exe incorrectly requires the --accept-eulas command line option when removing a package using the remove and --progress-only command line options.

Workaround:

Include the "--accept-eulas" command line option.

Launching offline installer using the --progress-only option incorrectly displays an error dialog when Package Manager is already running

Launching an offline installer using the --progress-only command line option while Package Manager is running incorrectly displays a error dialog requiring a user response instead of just returning an error. The dialog displays the following message: "The requested operation could not be completed because another instance of NI Package Manager is already running. Close NI Package Manager and attempt the operation again."

Workaround:

Close Package Manager and launch the offline installer.

Installers built by Package Builder, LabWindows/CVI and Volume License Manager do not install

Package installers created with Package Builder, LabWindows/CVI, and Volume License Manger fail to install when the installer is built on a system with Package Manager 20.7 and the installer includes a package built using Package Manager 20.7.
The installation displays the following message: "A package you selected, or one of its dependencies, requires the latest version of Package Manager to continue with installation."
Package Manager 20.7.1 fixes this issue, and requires rebuilding affected installers.

Workaround:

Install Package Manager 20.7.1 on the build system and rebuilt the installer.
