指定应用于 CI.CountEdges.Gate.ThreshVoltage 的滞后电平。 CI.CountEdges.Gate.When 为高电平时，源信号必须低于 CI.CountEdges.Gate.ThreshVoltage 减去滞后的值，计数器才能继续计数。 CI.CountEdges.Gate.When 为低电平时，源信号必须高于 CI.CountEdges.Gate.ThreshVoltage 加上滞后的值，计数器才能继续计数。
