指定要应用于 CI.Freq.ThreshVoltage 的滞后电平。 CI.Freq.StartingEdge 上升时，源信号必须低于 CI.Freq.ThreshVoltage 减去滞后的值， CI.Freq.ThreshVoltage 处才能检测到上升沿。 CI.Freq.StartingEdge 下降时，源信号必须高于 CI.Freq.ThreshVoltage 加上滞后的值， CI.Freq.ThreshVoltage 才能检测到下降沿。
