Returns the RMS common phase error.

Common phase error for an OFDM symbol is the average phase deviation of the pilot-subcarriers from their ideal phase. RMS Common Phase Error is the RMS of common phase error of all OFDM symbols. When you set the OFDMModAcc Averaging Enabled property to True, this property returns the mean of the RMS common phase error computed for each averaging count.
