Gets the power level of the spectrum corresponding to the result of the GetLowerOffsetMargin(string, out double) method. This value is expressed in dB.

This method gets the value of SemResultsLowerOffsetMarginRelativePower attribute.

value	out double	Upon return, contains the power level of the spectrum corresponding to the result of the GetLowerOffsetMargin(string, out double) method. This value is expressed in dB.

Returns the status code of this method. The status code either indicates success or describes a warning condition.
