Sets scaling parameters for a user-defined scale.

parameter names specifies the names of the scaling parameters. parameter names is case-insensitive. Do not use reserved names for parameter names. Reserved names include equation, name, description-en, coercion, forwardCoeffs, reverseCoeffs, b, m, table, and "".

parameter values specifies the values of the scaling parameters.
