If the NIBTSA_BER_PAYLOAD_DATA_TYPE attribute is set to NIBTSA_VAL_PAYLOAD_DATA_TYPE_USER_DEFINED, the toolkit ignores the NIBTSA_BER_PAYLOAD_PN_SEED attribute. The default value is 497.
