Pin electronics provide the electrical interface to the DUT and allow the engineer to drive or receive digital data and emulate the conditions of other loads and components interacting with the device. Each channel on the PXIe-6570 has a pin driver, comparator, active load, and PPMU. You need to specify levels from the perspective of the DUT, not the digital pattern instrument.
