솔루션:
"Scale All Objects on Panel" 은 패널 자체가 사이즈가 바뀌면 그 안에있는 모든 오브젝트의 사이즈가 변하는 것입니다.

"Maintain Window Proportions with Monitor Resolution"은 모니터의 해상도가 바뀌면 차지하고 있는 스크린 크기만큼으로 패널 사이즈를 변경하는 것을 의미합니다.

Note: 이 두가지 옵션은 서로 독립적이며 어떤 VI에서나 다 사용가능합니다.
이 옵션들은 File > VI Properties의 Category에 들어가서 Window Size에 가시면 선택할 수 있습니다.
