NI-ModInst .NET publisher policy files redirect to incorrect versions, causing assembly binding failures for .NET applications

Starting with NI-ModInst 2024 Q1, the .NET publisher policy files for NI-ModInst (`NationalInstruments.ModularInstruments.ModularInstrumentsSystem`) redirect to incorrect versions rather than the actual installed versions of the corresponding .NET assemblies.
This causes .NET applications that were built using older versions of this library to fail to load.

Workaround:

Manually update the .NET publisher policy files in "C:\Windows\Microsoft.NET\assembly\GAC_MSIL" to redirect to the actual installed versions of the relevant .NET assemblies in "C:\Windows\Microsoft.NET\assembly\GAC_MSIL".
