NILM command line /activateall help information and functionality mismatch

The NI License Manager command line help for the activateall command instructs users to provide a serial number to activate all licenses:
<command line help>
However, the program functionality was defaulting to using the logged-in user's entitlements to activate all licenses, which was out of alignment with the information present the command line help. The solution now ensures the system passes the serial number to activate all licenses.
