NIPM fails to pack packages when Windows Region set to use Unicode UTF-8

Windows 10 1903 introduces an option "Region -> Administrative -> Change system locale -> Beta: Use Unicode UTF-8 for worldwide language support". If that option is set, NIPM fails to pack packages with an error.

Workaround:

Disable the Windows 10 option "Beta: Use Unicode UTF-8 for worldwide language support".

Package Manager returns 0 instead of -125071 when reboot is needed.

When run in GUI mode, Package Manager returns 0 when an installation completes successfully, regardless of whether a reboot is needed.  The correct behavior is to return a code -125071 when a reboot is needed.  NIPM in CLI mode already returns this code correctly.

Workaround:

There is currently no known workaround for this issue.

Error dialogs may not show up

Some error messages that should be shown will not appear. For example error messages related to registering invalid feeds may not appear. Errors related to installing, repairing, upgrading, and removing packages are not affected and will still appear as expected.

Recommendations mode shows recommendations for wrong version of a package

If a package changes recommendation lists between versions, NIPM may incorrectly display the new list when installing the older version of the package.

NIPM crashes with a NullReference exception when launched as a non-admin with UAC disabled

When UAC is disabled and the NIPM gui is launched without admin permissions, NIPM shows a dialog stating it needs admin permissions to run. When the dialog is dismissed, the program crashes to a NullReference exception.

Workaround:

Either launch NIPM with admin permissions, or enable UAC.

libcurl uses proxy environment variables when no explicit proxy is set

When Package Manager determines that no proxy server is required for a given URL, it does not configure a proxy for use by libcurl.  When no explicit PROXY setting is set, curl checks for an environment variable containing a proxy server to use.  This can lead to failed connections when an incorrect environment variable is present.

There is currently no known workaround for this issue.

NIPM does not create temporary directory on startup

NI Package Manager fails to create a temp directory, if one is not present on startup.

Workaround:

Manually create a folder C:\Users\<username>\AppData\Local\Temp where <username> is the name of the logged in user.
