Gets the power at the frequency corresponding to the value of the GetUpperOffsetMargin(string, out double) method relative to the value of the GetTotalCarrierPower(string, out double) method. This value is expressed in dB.

This method gets the value of SemResultsUpperOffsetMarginRelativePower attribute.
