Configures the synchronizationMode, measurementOffset, and measurementLength parameters of the SlotPhase measurement.

| measurementOffset | int | Specifies the measurement offset to skip from the synchronization boundary. This value is expressed in slots. The synchronization boundary is specified by the synchronizationMode parameter. |
